Rules Committee recommends package of bills including HB 2931 as "constitutional and in proper form"

The House Rules Committee moved unanimously to recommend a package of bills — led by House Bill 2931 — as "constitutional and in proper form," advancing the measures for further consideration.

Vice Chair Carter moved the mass motion, reciting a list of more than 20 measures and stating they should be recommended as constitutionally in proper form. "I move that House Bill 2931... and House Procurement Resolution 7 are constitutional and in proper form," Vice Chair Carter said as he offered the motion.

The Rules Attorney told the committee that the office had reviewed the measures. "It is our opinion that they are constitutional and in proper form, but I'm happy to take questions," the Rules Attorney said.

Chair called for questions and then a roll call. The chair announced a 6-0 vote in favor of recommending the measures, with two members absent. The committee's action is a procedural determination that the listed bills satisfy the Rules Office's form and constitutional review before moving forward.

The meeting lasted only minutes; the chair announced the committee's recommendation and then adjourned.
