Kingsburg BID reviews $6,600 microgrant quote for Swedish phone booths; maintenance and matching funds questioned

City Clerk Abigail Palsgaard told the Kingsburg BID on March 3 that a vendor quote for restoring a Swedish phone booth totals $6,600 and asked how the board wanted to handle the difference from the BID’s previously authorized grant amount.

“The quote that we got from Cindy Regier shows the total amount for the Swedish phone booth at $6,600,” Palsgaard said, noting the board’s earlier motion had covered $3,000 in microgrants and matching funds. She asked whether the BID would identify a sponsor for the remaining amount or change the grant ask.

Board members debated construction and maintenance details. Committee members asked whether the vendor price included paint or only a metal frame and decals; a board member noted a decal-specific line item of $500 and cautioned that outdoor decals can degrade in Kingsburg’s heat and need replacement over time. The board discussed powder coating as a more durable option and the risk that decals might peel, which could increase future maintenance costs.

Palsgaard said the microgrant application also requires an MOU to identify the party responsible for ongoing maintenance. Chairman Carpenter and others said they were tentatively willing to assume maintenance responsibilities but asked for written confirmation in the MOU before the clerk files the application. The board agreed to verify property ownership for the proposed installation site in front of Fugazi’s and to walk the site after the meeting.

Next steps: staff will confirm with the vendor whether paint/powder coating is included, record the exact line items (decals $500 was cited), confirm property ownership, note the MOU maintenance assignee in the application, and identify any private sponsorships to cover the remaining cost.
