Commissioners suspend North Walton TDC spending, send tractor-museum funding back to the Tourist Development Council

Commissioners, staff and members of the public debated whether money earmarked by the TDC for advertising should instead be redirected to capital projects like a tractor museum. Some speakers argued the county should have a "product" to advertise before spending on marketing; others said the tractor collection could be the driver that attracts visitors to North Walton.

County counsel and staff clarified procedure: if TDC expenditures are budgeted items they may be approved without individual board action, but unbudgeted reserve expenditures typically require BCC approval. Counsel also said the board could override the TDC only by supermajority and that the practical route is to refer the proposal back to the TDC with county representation. (County staff)

Motion and vote: Commissioner Gladwell moved — seconded by Commissioner Curry — to suspend the pending spending of North Walton TDC reserve funds, to direct Joe Johnson to present the tractor-museum proposal to the TDC for consideration, and to instruct county staff (Miss Thomason) to identify alternative funding sources so the museum project could proceed without draining the reserve. The motion passed unanimously, 5–0.

Why it matters: the TDC funds are designated to support tourism; diverting them to a single capital project raises questions about process, return on investment and fairness to other tourism initiatives. Proponents said the tractor museum could diversify the county’s tourism beyond the beach; critics warned against spending large reserve amounts without a plan and TDC buy-in.

Next steps: The item will go back to the TDC for consideration and the county’s finance staff will research alternative funding paths. The board did not appropriate funds at this meeting.
