The DuPage County Judicial and Public Safety Committee on March 2 approved a series of procurement contracts and intergovernmental agreements, including a purchase for IBM Passport software for the Clerk of the Circuit Court and a sole-source software purchase for the sheriff’s DNA genetic analyzer.
At the start of the meeting the chair moved through routine business, approving minutes from Feb. 17 and establishing remote participation for members on a motion by Member Tornatore that was seconded by Member Zay and carried.
On procurement, the committee approved JPSP-17-26, a purchase order to Logicalis Inc. for IBM Passport software for the Clerk of the Circuit Court covering 04/01/2026–03/31/2027 for $111,214.44, with options for up to three renewals. The motion was offered by Member Yu and seconded by Member Heather.
The committee also approved JPSP-19-26, a sole-source purchase to Niche Vision Forensics LLC for software that supports the county’s genetic analyzer used in the crime lab. Member Garcia, who noted they were not on the committee, asked for clarification on the item. Deputy Chief Bilodeau responded: “This is the DNA genetic analyzer... This software is sole source because it's for their proprietary system.” The motion carried.
Members approved an amendment to purchase order 7528-1 for Polaris Pharmacy Service (JPSP-3-26). The transcript records an increase stated as $4,848,226 and a new contract total stated as not to exceed $728,670.38. Member Yu asked, “what changed in the span of, I guess, 7 days, that we're now increasing it,” and Deputy Chief Bilodeau explained the change order reflected costs incurred under the prior contract and “some significant medical costs and prescription costs.” Bilodeau also clarified that “any medications that inmates are required to take while they're in custody, we pay for.” The motion carried.
The committee approved intergovernmental agreements for police services with several townships for the 04/01/2026–03/31/2027 year. These included Bloomingdale Township for $163,284.46 (motion by Member Tornatore; second by Vice Chair Echoff) — Vice Chair Echoff asked whether the contract still reflected the expected 80/20 funding split and the committee confirmed the calculation — and Milton Township for $326,568.92, which drew questions because it was roughly double other townships' amounts. Deputy Chief Bilodeau explained Milton has two deputies assigned, which increases cost; a committee member noted the townships had sought voter approval to fund extra policing. The committee also approved agreements for York Township and Wayne Township, each for $163,284.46.
A consent item to decrease and close a purchase order issued to Serenity House Counseling for $12,330 (P.O. 7,759) was approved by motion of Member Yu, seconded by Member Heather.
The committee recorded no public comment, had no old or new business, and adjourned without objection. Several members asked clarifying questions on procurement details; staff provided explanations but the transcript contains inconsistent dollar figures for the Polaris Pharmacy amendment (see below).
