Stormwater committee approves SEMCON, AT&T, Black & Veatch and $5.8M Elmhurst Quarry construction contract

DuPage County's Stormwater Management Committee approved several procurement and partnership actions March 3, including engineering, internet services and construction contracts and a multi-year amendment with the Salt Creek River Group.

The committee approved a contract with SEMCON for professional engineering services on the Ferry Creek Watershed (term March 3–Nov. 30, 2026) with a not-to-exceed amount reported as $29,500. The committee also approved a one-year contract with AT&T to provide high-speed internet services for flood-control facilities (March 14, 2026–March 14, 2027) with a contract not to exceed $24,451.20 per renewal bid.

For Elmhurst Quarry work, the committee approved a contract with Black & Veatch for construction oversight on the Elmhurst Quarry Highwall Stabilization Project (March 10, 2026–Nov. 30, 2027), not to exceed $350,000, and approved the construction contract for the highwall stabilization project for a contract not to exceed $5,775,654.88. Procurement staff told the committee that the lowest bidder could not meet county procurement standards, so the county selected the lowest responsible bidder.

The committee also approved a second amendment to DuPage County's participation in the Salt Creek River Group funding program for alternate stream restoration projects covering June 2026–May 30, 2030. Staff stated on the record a county share described in the transcript as “559,697 thousand” and said the cost will be split between Public Works and Stormwater; the transcript wording and formatting of that figure appear ambiguous and staff follow-up was noted.

Chair and staff recognized outreach and education efforts: a recent teacher institute and an upcoming 20th anniversary high-school sustainable design challenge on April 21 were highlighted by public commenter Kaye McKean, who thanked staff for organizing field trips and student lessons.

All listed contract motions were moved and seconded during the meeting and carried by voice vote where recorded. Staff said they will provide additional follow-up information to committee members when necessary.
