Brent (S5) explained that the agencies had been combined under a single umbrella years ago but were now being recommended for separation following the recent retirement of the combined director and staff input. The board discussed operational and financial implications, including whether public health belongs in the general fund or a special revenue fund and how to manage centralized finance services that would continue to support both departments.
Board members emphasized that separation should not sever communication between the functions: staff should preserve cross-agency coordination. Commissioners asked staff to study compensation for separate department heads and to notify the state of the organizational change as required. The board carried the resolution by roll-call vote.
The resolution initiates a process rather than immediately changing day-to-day operations: staff will return with more detailed implementation plans and, where necessary, financial options for centralized finance support.
