City Manager Hankins and staff said the commission relies on staff evaluations (and outside consultants when needed) to review development pro formas and assess impacts; Hankins described the evaluation as a "but for" test and said Plant Moran is sometimes contracted for detailed analyses.
During roll call, several commissioners abstained and briefly explained their reasons. Commissioner Bridal said he would abstain "out of an abundance of caution" because an individual connected to the development sits on the board of a nonprofit he leads. Vice Mayor Duncan also announced an abstention, citing a campaign contribution, and Commissioner Prado likewise recorded an abstention. With the remaining members voting in favor, the motion passed.
A member of the public asked how a denial would affect the project and urged clarity on the consequences, noting developers typically request abatements because they are available as part of financing discussions.
The resolution's passage authorizes staff to proceed with the district designation and related administrative steps; the commission's vote did not include detailed terms of the abatement beyond what was discussed in the public comment period.
Commissioners did not agree on the implications for project feasibility if the abatement were denied; staff noted they evaluate each request and may use outside advisors to assess capital structure and impacts.
