City Manager Michael Doss reported to Milford City Council on March 18 that Vision Development has approached the city with a proposal for a high‑end apartment complex at River’s Edge, the site between Target and the Cinemark theater.
Doss said the project would exceed 300 units and estimated investment at about $50,000,000 with likely completion in late 2026 if approved and permitted. He encouraged interested residents to review project materials, including a traffic study, that are on file at City Hall.
During council comments, staff clarified that an existing tax‑increment financing (TIF) arrangement for the River’s Edge area stands at 75% for 10 years, meaning 25% of taxes would still be paid to other taxing entities, including schools and emergency levies. Council members also suggested referring related items — including the noise ordinance and water/sewer rate discussions — to committee for further review.
Doss framed downtown redevelopment as early, exploratory discussions with a separate potential developer for a mixed‑use block and said the city was soliciting vendors for a farmers market at 5 Points Landing to begin on Memorial Day weekend. No formal land‑use approvals or council votes on the River’s Edge proposal were recorded at the meeting; Doss said zoning or BZA filings could follow in April or May.
