The Richland School District One board on March 12 approved an $11.1 million reallocation of FY22–23 unassigned general-fund balance to several priorities, including retention bonuses, classroom furniture, an esports program rollout, capital projects and a Kronos workforce-management implementation.
Finance presenter Miss Bean told the board the reallocation totals "$11,100,000.0" and listed projects that would receive funding: retention bonuses (spring and fall), classroom furniture, esports, marquees, additional fleet capital projects, professional development (travel), health incentives and Kronos implementation.
When commissioners asked about the size and timing of the retention bonuses, Miss Bean said certified staff would receive $2,000 and classified staff $1,000, to be paid net in two installments: half in the spring and half in the fall. "So for our certified, they received 2,000, and our classified received 1,000," she said.
Board members pressed for clarity on the esports program's goals and academic structure. The presenter (Coach Max) described a three-phase plan: initial infrastructure and club/competitive setup, a second phase integrating curriculum and credit-bearing courses tied to coding, broadcasting and related skills, and a third phase extending the program into middle schools. "Phase 1...is to get the infrastructure, the teams, the coaches, the rooms, everything set up," Coach Max said. He added that the competitive program would be held to academic standards similar to other activities (a 2.0 GPA requirement when competition begins).
Commissioners also asked whether the Kronos time-and-attendance system would integrate with the district’s Munis financial system; the administration answered that Kronos would integrate with Munis.
After discussion, the board voted electronically and recorded a 7–0 vote to approve the reallocation.
The reallocation restores some previously cut professional-development funding, provides a multi-phase build for esports (with a stated aim of eventual curricular credit), and funds a Kronos implementation the administration said will improve payroll/timekeeping integration. The administration said more strategic planning and budget details will follow for the esports rollout and other projects before full implementation.
The board’s vote was recorded on the consent or action docket and administrators will follow up with detailed operational plans and budgets for committee review.
