The Richland School District One board approved a reallocation of $85,000 on March 12 to purchase an emergency-response trailer and equipment intended to support reunification and on-site care during school evacuations or other incidents.
Mr. Grant explained the request would reallocate $85,000 from project 46052 (the weapons-detector account) to a new project "to purchase and equip an emergency response trailer and vehicle to assist in effectively responding to emergencies and providing support to reunification efforts." Director Brown (security emergency services) described the trailer as a mobile supply unit containing tents, a generator, tables, chairs, cords and emergency supplies "such as generators, tables, first aid kits, limited emergency type food, water, any emergency equipment that we would need to help mitigate any incident," and said the trailer will allow district teams to rapidly tend to students and staff while law enforcement manages tactical response.
Commissioners questioned location and response-time concerns for a district that spans a large area, asked if the district had consulted the county sheriff or city police (staff said they had not had a formal, encompassing conversation but maintain regular operational collaboration), and asked whether multiple trailers would be preferable. Director Brown said the trailer is a start and the district may consider additional units later; he emphasized the unit can save lives and will be integrated into the district’s emergency-operation plan.
The board voted 7–0 to approve the reallocation. Administration said the purchase will be staged with the district’s rapid-response team, and that additional planning and SOPs will be developed for deployment, staging locations and maintenance of supplies.
Several commissioners noted past district evacuations where quick access to power, warmth and shelter was needed and said an in-district resource could improve response times during some incidents; staff said the trailer is intended to supplement, not replace, law enforcement or county resources.
