The Greenville County Schools Board of Trustees voted to adopt the district'wide 2024'1029 Strategic Education Plan after receiving a presentation from the administration and stakeholder team.
Stakeholder coordinator Terry Brinkman reviewed the planning process and the recommendations emerging from workshops, forums and surveys spanning March 2023 to May 2024. The recommended vision was amended to say "all students inspired, supported, and prepared to reach their maximum potential," and the mission was revised to emphasize cultivating relationships to connect students to engaging classes and meaningful experiences.
The plan organizes work under three goal areas: Student Success (five SMART goals, including math and English achievement and expanding access to dual credit), Premier Workforce (recruit and retain exemplary personnel) and Caring Culture & Environment (safety, behavior and family engagement). Brinkman highlighted measurable targets: increase the share of graduates with "Graduation Plus" credentials from 75% to 95%, reduce by 10 percentage points the share of students receiving more than one referral in a single year, and reduce chronic absenteeism (students missing 10%+ of enrolled days) by 10 points, returning toward pre'COVID levels.
Board members asked clarifying questions about the focus on behavior and how the district would avoid lowering expectations to meet numerical goals; Brinkman and staff said the strategies emphasize consistent expectations, supports for students with repeated referrals and interventions rather than underreporting. After discussion, Mister Sailors moved to accept administration's recommendation; Doctor Presley seconded, and the board approved the plan by voice vote.
The plan will serve as the district'level framework; each school also produced its own strategic education plan to align with district goals and those were approved in a subsequent vote.
