DeKalb 2040 comprehensive plan presented; commissioners table adoption for two weeks

The DeKalb 2040 comprehensive plan was presented to the DeKalb County Commissioners on March 2 by planning consultants from HWC, who described a year-long public-engagement process and recommended a 150‑page plan to guide growth, land use and infrastructure.

Consultants said the outreach included an online survey with nearly 600 responses, two public workshops, focus groups and a public website with more than 2,100 unique visits. “A comprehensive plan guides long-term community development and investment,” one presenter said, and the document includes subject chapters on land use, transportation, housing, community facilities, natural areas and an implementation playbook.

Commissioners discussed the timing of adoption and one member asked for additional time to review the full document. Though staff introduced a resolution (referred to in the packet as Resolution 2026-R-1) to approve the comprehensive plan, the board voted to table the resolution for two weeks so commissioners could examine the plan and implementation details. The motion to table passed by roll call 3–0.

The planning consultants said the plan’s implementation chapter recommends updates to the unified development ordinance, transportation plan and consideration of fiscal tools such as a TIF district in targeted growth areas. Staff said the full document is available online at dekalb2040.com and will be merged to the county site for public access.

Next steps: commissioners expect staff and consultants to return the resolution and any requested supporting materials at the next meeting.
