Staff presented VAR2533, a request to remove a specimen oak located outside the building envelope. Staff said the city arborist (identified in the packet as Jeff) recommended removal because nearby encroachments and removal of surrounding pines have compromised the oak’s root system and shade, potentially destabilizing the oak over time. "He pointed out that since the right of way already...encroaches...almost 40% into the critical root zones...if those [pines] get removed, that tree's root system is gonna be severely compromised," the presenter said.
A member said they drove by the site and observed that multiple trees appeared to have been removed already, and asked whether code enforcement or inspectors would verify that on-site removals matched the permits. "I drove by it today. It looks like every other tree has been taken out," the member said. Staff replied that inspectors review compliance during routine inspections and that outcomes depend on whether removals matched permits or required additional enforcement.
The discussion also referenced recent changes to the tree ordinance approved by the city council (which remove an economic-value criterion and emphasize age, size, health and significance) and the pending court ruling material related to another tree case; staff said applicants filing under earlier rules must be evaluated under the ordinance in effect on their filing date. The transcript records staff recommendations and member questions; the work session record does not show a final board decision on the specimen-tree removal during this session.
