Staff recommended a workshop or consultant and suggested timing the training after the new superintendent has observed a meeting cycle so that incoming leadership can participate in resetting meeting norms.
The committee discussed agenda preparation and whether the policy should explicitly state that the superintendent, in consultation with the board president, filters agenda items rather than each member submitting items directly. Members asked staff to draft clearer wording so the board president's role is explicit.
The clerk explained typical publication costs for special meeting notices in the Gettysburg Times (about $50 depending on word count) and cautioned about publication deadlines when calling short-notice special meetings. The committee also discussed public participation rules (public comment period allowed before official action) and the mechanics of committee meetings, debating whether standing committees should have appointed members or operate as a committee of the whole; staff offered to present committee-structure options at a future work session.
Most members agreed to wait until the new superintendent (Dr. Bell) is on board to finalize structural changes and training timing. The committee will revisit Policy 006 items and recommended workshop options in February after the superintendent's arrival.
