The Hall County Board of Commissioners voted unanimously April 23 to authorize the chair to sign an application for Federal Transit Administration Section 5311 rural transit funds and approved Resolution No. 24-18 allowing Hall County Public Transportation to seek financial assistance.
Nebraska Department of Transportation mobility-management project manager Corinne Donahue told the board the requested two-year funding cycle covers 2023-24 and 2024-25 and estimated funding at roughly $200,000 in federal dollars per year, about $40,000 in state funds and a local match just under $40,000 for each fiscal year. "Hall County is eligible to apply for Federal Transit Administration section 5311 program dollars," Donahue said.
Following the public hearing, Commissioner (speaker 7) moved to authorize the chair to sign the application and to approve Resolution 24-18; both motions were seconded and passed on 7-0 votes. The board also accepted a recommendation from its selection committee to award the county's rural transit contract to Holiday Express and voted to allow the committee to continue negotiations with that contractor.
Donahue said the county must ensure rural transportation services remain available to residents and visitors outside the Grand Island urbanized area and that the service be accessible (wheelchair lift or ramp on vehicles). She noted the city's previous contract ended in March 2024 and that limited service had continued in rural Hall County while the county seeks a contractor and state approval.
Board members said the selection committee process and upcoming negotiations are intended to make the transition to a new contractor as seamless as possible. The county clerk recorded all motions with unanimous tallies.
Next steps: staff will proceed with the FTA portal application and continue negotiations with Holiday Express; public comment on the FTA application will be accepted through May 7 as outlined during the hearing.
