A long, at-times pointed debate over the Hall County courthouse expansion dominated the board's April 23 meeting after a presentation from Davis Design and a draft request for proposals to hire a construction manager at risk (CMAR).
Davis Design representatives (speakers 18 and 19) described the draft RFP and said a CMAR would provide cost, sequencing and scheduling expertise while the architect would remain responsible for design. The firm emphasized the need to avoid disruption to court operations during construction.
Several commissioners pressed for alternatives and larger designs. Commissioner (speaker 5) proposed building a standalone 75,000-square-foot county justice center east of the courthouse to avoid extensive alterations to the historic building, saying such an option could meet needs for decades and reduce disruption to court functions. "We should be able to do a brand new building for 50 years in the future for 35,000,000," he said as part of his argument for a separate judicial center.
Members of the public and a number of commissioners raised preservation concerns. Bob DeCoke (public commenter, speaker 11) told the board the courthouse is a defining historic feature of the community and urged keeping the structure "as it originally is, without any additions to it." The board also discussed whether the public should vote on a bond or other funding mechanism.
Judges and the design team urged the board not to delay. A judge (speaker 17) pushed back on several claims and noted that the state court administrator had approved the plan the board is pursuing and that the proposed addition would meet the county's needs for roughly two decades: "This addition will meet our needs for 20 years," the judge said. The judge also warned that a substantially larger scheme would exceed the available budget.
No final action was taken on changing the scope or putting a new plan to a public vote during the meeting; the Davis Design team and the selection committee will continue work on the CMAR selection documents. Commissioners asked for further review of cost assumptions, and several asked staff to ensure board representation on CMAR meetings to protect county interests.
Next steps: the design team will refine the RFP and schedule; the selection committee will proceed with vetting CMAR proposals; commissioners indicated they may request further cost analysis or consider placing options before voters in future meetings.
