Hall County awards asphalt-overlay contract to Gary Smith Construction after public bid opening

The board opened bids for the 2024 Hall County asphalt overlay project and read total amounts from three bidders. The public tabulation included totals for Group A–D and start-date indications; the three bidders were Gary Smith Construction, JIL, and Werner/Morgan Construction.

Engineering staff (JEO/Andrew) reviewed the bid tabulations and recommended awarding the project to Gary Smith Construction, Grand Island, for a group total of $874,973. The board moved to accept the recommendation and to refer the bids to the public works director and the engineering firm for final review and contract administration. The motion carried with seven yes votes.

The engineering representative noted the start date details and logistics would be finalized in coordination with the contractor and local schedules (including school and city paving work) and that the contract would be administered as a single total contract covering all four miles.
