The Finance and Human Resource Committee voted to approve payment of education expenses for the village deputy clerk, with a maximum reimbursement of $1,500 per year, the committee decided on a voice vote.
The vote followed an RFC in the meeting packet describing the deputy clerk’s planned coursework and how it connects to the employee’s position. A committee member moved to approve payment for the requested education expenses; the motion was seconded and carried on an aye voice vote.
Staff described program requirements and limits. "The maximum reimbursement in a year is the $1,500," a staff member said, and added that the village requires submission of receipts and transcripts showing a B grade or higher for reimbursement. Another staff speaker said the coursework will be completed virtually outside regular work hours: "She she won't be taking off any work time. It'll all be done virtually, so she'll do it when she gets home at night and on the weekends."
Members questioned whether the village should require a period of continued employment or a clawback if it pays education expenses. A committee member noted past practice had varied and said the village was researching what a enforceable term would look like. "We are actually researching that more," a staff member said, adding that while the employee handbook contains a template agreement with blank fields for a time period, the village has not consistently imposed a fixed length of service in prior cases.
Committee members also contrasted reimbursements for job-required training (for example, CDL training) with education that is more broadly developmental. Brent, a committee member, said he viewed the two differently and expressed reluctance to require clawbacks for training that equips employees to perform essential duties.
The motion to approve the deputy clerk’s education reimbursement request passed by voice vote. The committee then moved into a closed session to address other personnel matters.
Next steps: staff will process the approved reimbursement per existing documentation requirements; the committee did not adopt a specific required service period or repayment schedule in this meeting.
