The commissioners heard an extended public-exchange Dec. 3 about a property at 3593 County Road 427 after code-enforcement staff reported persistent complaints.
Jace (speaker 14), who presented the complaints and pictures, told the board the property had been the subject of multiple notices. Frank Albright (speaker 10), who identified himself and his business operations, said he has owned the property more than 20 years, described active construction and storage uses, and said he had undertaken recent cleanup steps while noting problems with people illegally dumping on the site.
Commissioners and staff asked that Jace and Albright meet on the property to walk through specific items that must be removed or secured and to set a timeline; the board asked for a short progress report every two weeks to document compliance. One commissioner suggested focusing on what the UDO allows for business operations versus agriculture to define allowable uses on the site.
Albright acknowledged some notice and outreach problems (mail and door postings) and said he would collaborate on a cleanup list and appointment time. The board did not announce punitive action at the meeting; it directed staff to work with the owner on specific cleanup items and to return to the commissioners with documented progress.
