Willard City Council voted to adopt a revised personnel policies and procedures manual after extensive line-by-line discussion and a set of requested edits.
During debate, council members asked staff to clarify several items: remove or clarify the ambiguous phrase "1 time" in the performance awards section so it does not read as a permanent limit; consolidate telework and flex-time language into a single, clear section; reference the existing vehicle policy rather than duplicating it in the manual; and revise garnishment language to align with federal and state limits (e.g., the 25% cap on disposable earnings cited by staff). Council members also asked staff to remove or modernize archaic references to long-distance telephone charges.
A council member moved to approve Resolution 2026-O1 with the requested changes; the motion was seconded and a roll-call vote was recorded in which the called members voted in the affirmative and the chair declared the motion approved. After the vote, staff were directed to make the requested edits before final publication of the manual.
