The Carson City School District Board of Trustees on March 12 received first readings of a package of policy and regulatory updates intended to modernize employment and human-resources rules.
Dan Sadler, who presented the changes, said his review found older policies dating to 1979 and recommended consolidating employment and nondiscrimination language so it applies to all staff. "If it's a 300 section policy or regulation currently, that represents certified staff. The 1,000 section is a newer section for policy and reg, and that would be something that applies to all staff," Sadler said.
Key proposed changes include renumbering Policy 301 (Equal Opportunity in Employment and Education) to Policy 1001 so it explicitly covers all employees; embedding language from policies that previously applied only to classified or certified staff into a single section; and removing redundant affirmative-action policies (301.1 and 401.1) if the consolidated policy is adopted. Sadler said the district used guidance from PoolPact and reviewed relevant Nevada Revised Statutes to align current policy language with state and federal law.
Board members asked clarifying questions about wording and citations — for example, clarifying references to "veteran status" versus possessive forms; ensuring evaluation and enforcement provisions are not lost when affirmative-action plans are retired; and adding statutory citations to packets for adoption. On certified-staff evaluations, Sadler identified NEPF and NRS 391.65–391.73 as reference points and said he would include statutory citations in adoption materials.
Because these items were presented as first readings, no votes were taken; administration will revise language based on board feedback and bring adoption items forward at a future meeting.
