A public comment alleging irregular vendor travel and concerns about the district’s sound-system procurement prompted the Rochester CUSD 3A Board of Education to rescind one previously approved vendor contract and approve new scoreboard and sound-system upgrades.
At the start of the meeting, a resident challenged how the district selected consultants and contractors for the scoreboard and sound upgrades, asked whether the district paid a consultant (named in the comment as Tripp Holker), and alleged that some district representatives had been flown to a vendor headquarters on a private jet before awards were made. The resident said the quoted equipment and prices were “outrageous,” asserted long experience installing local sound systems, and asked the board to make procurement records public.
Board members and staff responded during the facilities agenda. A board member with construction/architectural experience said the district chose an RFP process and hired an owner’s representative (identified in the meeting as Trent Volker) to ensure qualifications, manufacturer-certified installations and service responsibilities. The board member said the RFP approach was selected to avoid the pitfalls of a lowest-bid-only award and to secure installers qualified to coordinate video, lighting and sound.
A district staff member explained that the district had performed site visits for turf and scoreboards and that sound and lighting came bundled through Musco and a SourceWell cooperative arrangement for sole-source procurement of the sound/lighting package. Staff said some site visits were same-day trips and that the district received a legal opinion beforehand to ensure compliance with ethics and legal standards; staff also said the district incurred no expense for the trips cited in public comment.
Separately, the board moved to rescind its prior authorization of the Vermetco/Formetco contract for scoreboard and sound upgrades at the RHS outdoor athletic complex, citing discrepancies the administration found in vendor equipment claims and subcontractor specifications. After discussing the issue and hearing the public comment, the board then moved and voted to approve scoreboard and sound-system upgrades for the RHS outdoor athletic complex and the RAC. The meeting minutes reflect that both the rescission and the new approval were acted on by roll-call votes.
