The decision followed an emotional exchange among trustees over whether board members had engaged in intimidation and whether removal proceedings were appropriate. Trustee Grasso said, "I filed this petition. I cannot govern effectively while being intimidated and coerced by members of this board of education," and later described feeling "ambushed" at a prior public meeting and said she found a specific gesture "disturbing and intimidating." Those remarks framed her support for seeking protections and, by implication, for the legal steps under consideration.
Vice President Carzio acknowledged the board's commitment to free speech but countered that "freedom of speech is not freedom from consequence," warning that vigorous disagreement can carry accountability. Trustee Grama urged the board to "restore the integrity of this body" and favored a healing approach while supporting legal aid for trustees when appropriate.
Another trustee opposed removal proceedings and argued the electorate — the roughly 30,000 residents of the Carmel Central School District, the speaker said — should be the final arbiter of trustees' fitness for office, framing the district's legal support as a narrower, statutory matter tied to actions taken while performing board duties.
The motion to approve the resolution was moved and seconded, carried out by roll call, and announced as passed by the chair.
