Interim director outlines COG mandate: regional forum to study air quality, housing, transit and other cross-jurisdiction issues

At the inaugural meeting of the Southern Nevada Council of Governments, Seth Floyd presented the council’s intended mission and how it will operate under its interlocal agreement. Floyd said the COG’s purpose "is to serve as a forum for regional collaboration among each of our member entities" and listed issues that typically cross municipal borders: air quality, conservation, population forecasting, infill development and infrastructure.

Floyd told members the interlocal agreement authorizes the council to develop rules, enter into contracts with consultants, hire staff, hold hearings and study programs of regional interest. He said the council planned to use existing jurisdictional staff for its first year and would not ask member jurisdictions for a budget contribution in year one.

Floyd framed the first year as a proof of concept and urged the board to pick a single, winnable topic that could be meaningfully advanced in the coming 12–18 months. He outlined a plan for outreach and staff support, and said members would receive a summary of suggested topics and staff contacts before the March 31 facilitated discussion to select the topic.

Floyd also noted the council could coordinate with other regional groups when topics overlap but that staff would try to choose issues where the COG adds unique value.

The board accepted Floyd’s overview and proceeded to a round of member suggestions for first-year priorities.
