Committee members adopted two technical amendments (A03593 and A03594) intended to correct language in the earlier amendment. Representative Grimcooper said he supported the goal of keeping children safe but opposed the bill "on the underlying" measure because he worried that an advisory board could set de facto standards without enforcement and impose costs on poorer municipalities. He asked whether the council would be subject to the Pennsylvania Sunshine Act and the Right-to-Know law; staff said they would follow up with the bill sponsor.
Representative Schlegel asked whether the legislation would affect private playground areas that do not receive state or federal funding; the committee indicated it would return that question to the bill's sponsor for clarification. The chair noted the Pennsylvania Recreation and Park Society supports the amendments and said he would support the bill as amended.
