The Hampstead Planning and Zoning Commission heard a series of zoning-administrator updates on March 27 about local development projects including underground broadband installation, a mill site plan, a proposed gas station and a car wash.
Zoning Administrator Jim told commissioners that Antietam Broadband "will begin installing their underground fiber lines next week, probably Monday in the Westwood Park development," and that residents will see utility markings on streets. He said the network will not be able to go live for Hampstead customers until Manchester's equipment and power source are completed, because Manchester will act as the power/source hub for the area.
Jim said the Hampstead Grain Mill on Gill Avenue submitted a simplified site plan to the county's Bureau of Development Review. The disturbed area is under 5,000 square feet, which makes the plan exempt from full site-plan review and from floodplain and stormwater management codes; the plan will still be reviewed by county permits, public safety, engineering and resource-management offices. "Representatives from the mill will be here next week to discuss their simplified site plan along with cosmetic changes to the exterior of the building," he said.
On commercial proposals, Jim said Weiss Gas and Go has had a pre-submittal meeting with town and county staff and plans an eight-pump station next to Farmers and Merchants Bank in the Roberts Field Shopping Center; he expects a concept plan to be submitted to the town and county next week. He also described a WarshX car-wash concept for the former New Windsor State Bank at the corner of Route 30 and Eagle Ridge Court, noting the project received conditional-use approval from the board of zoning appeals in January and that the developers plan to reclaim and recycle site stormwater for the car-wash operation.
The commission did not make formal decisions on any of the projects at the meeting; staff indicated representatives or concept plans will appear at future meetings when formal review is required.
