The staff recommendation was to move forward with the lowest bidder and pursue value-engineering in preconstruction.
Council asked questions about contingency size, local subcontractor participation and the project schedule. Staff said the recommended contract included a $105,000 contingency line on the roughly $2.2 million project and that contract time would be 180 days from the start of construction, with a preconstruction and bonding review before issuing notice to proceed.
A councilmember moved to forward the low bid from ASD (amount not to exceed $2,212,050) for the Hostess House rehabilitation; the motion was seconded and recorded as approved by voice vote.
