The Seaford council approved a new policy to bill residential irrigation meters seasonally and to offer installation assistance for homeowners.
Director Mears presented the proposal, which sets irrigation billing for March through October (nine months) with a water-only billing code (no sewer charges). Homeowners with in-ground irrigation can opt out at no cost through June 30; after that date an opt-out would require payment of a disconnect fee per the city’s fee schedule. The policy includes a loan assistance program (maximum $2,500) to help homeowners install meter pits or hook-ups required for metering, and staff said Public Works will provide labor (free) to install the necessary tap from the main through 12/31/2025 while residents cover materials.
Asked how the city will identify existing in-ground systems, staff said there is not a comprehensive list and that identification will rely on resident disclosure or reports; staff will develop a compliance path for properties found to be noncompliant. Jim Walsh, who had raised questions during public comment, had asked whether billing would start citywide at a single date or be staggered based on compliance; staff replied the policy allows the opt-out and assistance pathway and that the city will work with homeowners to bring systems up to code.
Councilwoman Grasset moved to approve the policy as presented; Councilman Bradley seconded and the motion passed unanimously.
Staff will administer the opt-out process, the loan assistance applications and identify properties requiring meter pits or code work.
