County staff presented two turnkey proposals to modernize the courthouse elevator and recommended a vendor based on price, timeline and warranty provisions.
Staff said the modernization offers two main choices: a lower-cost quote with a longer parts lead time and a faster turnkey quote that would allow a shutdown of 7–10 days to complete work after parts arrive. "I can shut that elevator down on Thursday, and I can open it back up in 7 to 10 days with a North Carolina certificate," a vendor representative told the board.
The county confirmed that sprinklerization is not required by the state or local jurisdictions for the work. Staff also raised warranty and maintenance questions: some quotes listed short electrical-component warranties and a maintenance schedule; staff requested full warranty documentation and clarification of whether repacking the jack/cylinder was included in quoted prices.
Financial figures presented included turnkey totals and tax estimates; staff said the project is budgeted for the next fiscal year if the board elects replacement. Next steps: staff will provide written turnkey guarantees, warranty language and recommended contract terms for board consideration.
