P‑20 Partnership outlines cross‑sector strategy to track learner outcomes from birth through workforce

Josiah Latante, executive director of the Minnesota P‑20 Education Partnership, told the House Workforce, Labor and Economic Development Finance and Policy Committee on Feb. 26 that the coalition — created by the legislature in 2009 — is focused on aligning education and workforce policy from birth through postsecondary training.

Latante said P‑20 convenes 28 member organizations, including state agencies and legislators, to surface cross‑sector policy recommendations and work across traditional silos. "We think of ourselves as a hub to keep the members connected and raise conversations that are happening across sector," he said, describing the partnership’s role in producing policy recommendations for the legislature, governor’s office and state agencies.

The partnership is developing metrics the committee can use to track early and mid‑range signals of system alignment, Latante said, with the goal of measuring progress on access, attainment and workforce readiness across transitions such as pre‑K to kindergarten and high school to postsecondary training. He told members P‑20 will publicly release its first five‑year strategic plan by the end of summer 2026.

Latante singled out educator recruitment and retention as an emergent policy area. He described a joint committee launched with the Governor’s Workforce Development Board to develop recommendations for strengthening the educator pipeline, including supports for the first five years on the job.

Committee members welcomed the cross‑sector approach and raised classroom‑level concerns, including basic career‑readiness skills such as building a resume, interview preparation and internship access. Latante and members agreed the P‑20 coalition’s role is to identify policy changes that remove fragmentation and create coordinated solutions across K‑12, higher education and employers.

The committee did not take formal action on P‑20’s recommendations but the presentation framed the partnership’s next step: translating coalition priorities into legislative recommendations for 2027.
