Representative from Saint Louis County said the bill "is not protecting the game" but "undermining the very spirit of it," warning that many transgender students use sports as "a lifeline" and that the measure risks isolating vulnerable youth. Representative from Jackson County said his faith led him to oppose laws that exclude people and argued the Legislature should not legislate with "such rigidity." Representative from Boone County described the proposal as "common sense," expressing concern about locker-room safety and urging passage.
Floor debate touched on procedural limits and constituent priorities, with several members questioning whether the chamber was focused on what their districts were asking them to address. After several minutes of exchanges and inquiries of the sponsor, the House voted to approve the package.
The motion approved the House Committee substitutes for HB1663, HB1607 and HB1973 on third reading. No amendments were adopted on the floor. The action now moves the measures toward enrollment and transmission as required by House rules.
