Morrow County's Board of Commissioners on May 8 voted unanimously to establish a local America 250 committee to coordinate county activities for the nation's semiquincentennial, adopted a proclamation declaring May 2024 Public Assistance Fraud Awareness Month and moved to hold several road-paving and chip-and-seal bids for further review.
The commissioners approved a resolution supporting the state-level America 250 Ohio commission and directing creation of a volunteer local committee to work with America 250 Ohio. As the resolution was read aloud, Speaker 4 said, "Morrow County has much to contribute to the nation's 200 and fiftieth anniversary." The resolution cites Ohio Revised Code section 149.309 and asks that a copy be sent to the America 250 Ohio headquarters in Columbus. The roll call recorded Commissioners Abraham, Siegfried and Mason voting "yes" on the resolution.
The board also adopted a proclamation recognizing May as Public Assistance Fraud Awareness Month. The proclamation, as read into the record, said the county received 151 fraud claims, 49 of which resulted in overpayments and collections totaling $101,843, and noted that the Morrow County Department of Job and Family Services received a $2,000 grant from the Ohio Department of Job and Family Services to support local fraud-awareness efforts. The proclamation was adopted by unanimous vote.
On procurement matters, county staff presented a paving bid package and several chip-and-seal bids. For the paving package the engineer's estimate was stated as $1,157,842.90 and one bid read in the record was $1,037,052.25. For the chip-and-seal contract staff read four bids (transcript entries list $316,245.50; $229,866.32; $398,796.26; and an item recorded in the transcript as $262,163,128.50 for Mallway Paving Company). The engineer's estimate on the chip-and-seal work was stated as $295,648. Commissioners voted to hold the paving and chip-and-seal bids for further review rather than award contracts at the meeting.
In staff updates, Speaker 5 told commissioners the development authority is close to a cooperative sales-tax agreement with neighboring Knox County that would allow the two counties to share financing tools (bonds) for projects; staff said a presentation for project approvals is expected soon. The meeting recessed and later reconvened; commissioners recorded final motions to adjourn after confirming no further business.
