Staff said the Gray Street lot annual permit was raised and on‑street meter rates around the courthouse were raised from $0.25 to $0.50 per hour as part of the new plan.
Councilors and staff discussed making timing uniform in the core business district (several councilors voiced support for 1.5–2‑hour time limits on Main and key blocks) while preserving special 15–30 minute loading zones and leaving some untimed areas for long‑stay uses. Staff said changing timing limits requires notification and property‑owner engagement; the current policy requires a high percentage of property owner/tenant support for block‑level changes.
Cleveland County Commissioner McCuse told the committee the county is working "pretty diligently on the parking garage across Comanche" and expects contract progress within about 18 months. He urged leaving short‑term, non‑metered parking near the courthouse so taxpayers and people doing county business have accessible spaces, while leaving revenue and turnover tradeoffs for council consideration.
Staff estimated the Gray Street permit increase could yield roughly $15,000 annually and the courthouse on‑street rate change about $23,000 annually; staff cautioned that changes to street meter policy could shift behavior and affect Gray Street lot use. Committee members noted parking enforcement is labor‑intensive and that paid parking revenue currently does not fully cover enforcement costs.
The committee did not take a final vote but directed staff to pursue business and property‑owner outreach before formalizing further timing or paid‑parking changes and to continue coordination with county staff on the planned garage.
