Chair Washington told the Baltimore City Senate delegation that next Friday’s meeting will include a presentation from the Department of Planning on bond authorizations the city seeks to place before voters. The department representative said these authorizations set upper limits on borrowing across four categories: affordable housing; community and economic development; public infrastructure; and schools.
The representative explained that the authorizations are required every two years, and because of election timing, the authorizations approved in November will govern capital spending for fiscal years 2028 and 2029. Members were told the Department of Planning will also present outcomes from prior authorizations and additional investment information.
Materials and PowerPoint slides will be distributed to delegation members before the presentation so members can prepare questions for administration staff. No vote on bond authorizations occurred at Friday’s meeting; the item was scheduled for the next delegation hearing.
