Representative Booth presented PCS for CS for HB 10‑59, describing the bill as a modest state investment to expand K‑20 speech and debate programs statewide by designating the Florida Debate Initiative (FDI) as the organization responsible for training coaches and judges, supporting tournaments, maintaining statewide program data, and coordinating with the Florida Department of Education.
Multiple students testified in support. Riley Phipps, a senior at Walton High School, described speech and debate as ‘‘not extracurricular luxuries’’ but investments in Florida’s future and said participation opened opportunities she otherwise would not have had. Caden Bell and other students described travel to national tournaments and civic immersion experiences; witnesses urged permanent funding and expanded access, particularly for English‑learners and students facing financial barriers.
Members across the committee praised the students and the program’s civic and academic benefits. Ranking member Henson, Representative Yarkovsky and others commended the testimony and urged support. The committee voted 19‑0 to report the bill favorably.
Next steps: HB 10‑59 will move from committee to the House floor for further consideration.
