Members of the Joint Technology Committee raised concerns that the Office of Information Technology announced an internal realignment that committee members say did not include consultation with JTC despite the committee's oversight role.
The committee's vice chair said they were not consulted and described the reorganization as a "pretty major deal" that merits a briefing. Several members said the asserted stakeholder engagement described in OIT's communication did not reflect their experience.
Samantha Falco, Legislative Council staff, provided budget context: staff believe the request under discussion is the R1 Statewide SB 24-205 AI compliance request, which she said totals about $5,200,000 in total funds, including an estimated $3,400,000 in general fund and 33.8 full-time-equivalent positions to support implementation on behalf of state agencies.
Representative Titone said he had asked an OLS attorney (Josh) for a legal analysis of the law and the policy interpretation and had forwarded that analysis to Falco to distribute to the committee for background. The chair asked OIT to come to explain both the restructuring and the common-policy budget request; members discussed whether OIT or the bill discussion should come first and agreed to schedule judicial department matters next week and OIT to follow.
Next steps: OIT will be invited to brief the committee on the realignment and the common-policy budget request and the committee will review the OLS legal analysis and the R1 budget materials before making recommendations to JVC.
