Herring said the substitute reflects subcommittee suggestions and that the Georgia School Superintendents Association sent a letter of support. Members asked practical questions about badge layout and language accessibility; Herring said the message will appear on the back of student IDs and that schools could use stickers and that translation/publication in other languages is encouraged for districts with English‑language learners.
After brief discussion and endorsements from members representing districts with elevated youth suicide rates, the committee moved to pass HB1045 and approved the substitute by voice vote. Representative Herring and other members emphasized follow‑up work to ensure implementation received proper outreach and translation where appropriate.
