The Muncie Redevelopment Commission on Feb. 26 authorized staff to pursue acquisition steps for an approximately one-block parcel in the West End and approved an amended resolution to transfer several MRC-owned properties into the East Central Indiana Community Development Corporation (ECI CDC).
Staff said the utility-owned block sits between Nichols and Godman north of Godman and estimated an initial purchase price of about $150,000; commissioners approved authorization to obtain appraisals and make an offer based on the average of two appraisals. "We would like to request approval to proceed with the steps necessary to make the acquisition, appraisals, and to extend an offer based on those appraisals," staff said.
Separately, staff asked the commission to move several McKinley-neighborhood properties into the ECI CDC to ease transaction and development activity. Commissioner Prabilla moved to amend Resolution 2026-02 to add 734 and 736 North Walnut and 701 North Jefferson to the transfer list; the amendment and the amended resolution were seconded and approved with recorded 'yes' votes from Commissioners Prabilla, Rawlings, Waggly and Miller.
The approvals allow staff to proceed with appraisals, offer negotiations for the West End parcel, and to transfer the named parcels into the ECI CDC pending required deeds and documentation. Staff noted some parcels had been omitted from the original draft and the amendment corrected the record; final transfers will proceed with the necessary paperwork.
