"If you're in a public place with permission to be there, anything you can see can be recorded," Speaker 9 cautioned, noting First Amendment limits and that the district may be able to restrict publication rather than capture.
Members pressed for clearer definitions to avoid penalizing parents who attend concerts or class parties. Administrators and building staff said volunteers and cleared visitors are processed through the Raptor system and receive badges; teachers commonly handle requests about publication and pupil privacy. Speaker 6 expressed concern that the current exception language could chill ordinary parent activity and asked whether the AR could give principals authority to grant blanket permissions for after-school events.
The committee also asked for an explicit definition of "visitor" versus "volunteer" and to clarify how student photo opt-outs apply. Administrators agreed to work further with Solicitor D'Azio and bring refined language back; the committee did not forward Policy 907 to the board this month but agreed to send Policy 907.1 (classroom observations) to legislative review with clarified AR language.
