Fergus Falls council awards $257,847 street-improvement contract to Asphalt Preservation Company

The Fergus Falls City Council voted Feb. 27 to award a construction contract for public improvement 5372 — the annual Silco street-improvement project — to Asphalt Preservation Company of Detroit Lakes for $257,847.18.

City Administrator Andrew Bresef told the council three bids were received at the opening and that Asphalt Preservation submitted the low bid. He said the engineer’s estimate for the project was $278,597, making the accepted bid roughly $20,750 below estimate. Bresef outlined the bid breakdown and said the total project cost, including a 5% construction contingency, design and administration, is just over $310,000.

Bresef described the funding plan as $173,100 from the 2024 tax levy, $100,000 carried over from the 2023 levy, $33,143.42 covered by a contractor’s check for an earlier alternate seal-coat and striping scope, and a small portion from general MSA maintenance dollars. He said the alternate (seal coat/striping in the Summit, Burlington and Concord area) was covered in full by the contractor’s check.

The council adopted a resolution awarding the base bid plus the alternate to Asphalt Preservation Company. The presiding officer announced the resolution approved after roll-call affirmations.

The council packet contains a map of included streets and the detailed bid tabulation. The city will proceed with contract execution and project scheduling under the approved budget and funding sources.
