The Middleton commission voted to recommend approval of stormwater fees and site changes for the Leo Cancer Care project, which places a small building addition atop an existing Costco parking area and adds parking and stormwater treatment nearby.
Bruce Holler, appearing remotely, described the layout: “the little orange area is the building expansion,” and the design relies on two new bioretention basins and green space to treat surface runoff. Holler said the project will remove asphalt where the addition sits, install underdrains in each basin and use standpipes and emergency drawdown cleanouts to manage standing water during vegetation establishment.
Commission discussion focused on soils and infiltration. Holler noted the Discovery Springs area has “really questionable soils, real real soft clays,” and staff explained that, because of the poor infiltration, the project is requesting a fees-in-lieu payment rather than full on-site recharge. Staff stated the fees-in-lieu obligation in this case amounts to $2,000 under the jurisdiction’s “worst-of-two-parameter” calculation.
A commissioner asked whether imperviousness would change; Holler said the addition will sit on top of existing asphalt and that impervious area is not materially increasing. Commissioners also confirmed the overflow route from the basins would discharge to the South Fork and that liners and underdrains are planned to meet plumbing code requirements.
Commissioner Jim moved to recommend approval of the fees-in-lieu and related site work; the motion was seconded and carried by voice vote. The commission thanked Holler for the presentation and directed staff to prepare the recommendation for next steps.
The decision authorizes staff to proceed with permitting and incorporates the fees-in-lieu payment into the project record; no further action on this item was taken at the meeting.
