JFC chair says Joint Fiscal Committee can manage new government-accountability charge

Representative Emily Kornheiser (Brattleboro), chair of the Joint Fiscal Committee (JFC), told the Government Operations & Military Affairs committee that JFC is well placed to take on proposed government-accountability responsibilities because of its statutory membership, experience reviewing grants and capacity to supervise the Joint Fiscal Office.

Kornheiser described the JFC as a standing body that meets in the off-session, approves grants, supervises the Joint Fiscal Office and provides institutional consistency when major financial or programmatic issues arise. She said the committee typically includes the four money committee chairs and other experienced members, which gives JFC the cross-cutting view needed to do accountability work and to staff and vet new responsibilities.

Kornheiser said she had not had time to consult with the full JFC membership on the specific bill language but that the committee has room on its agenda and staff to take on additional work. Members thanked her for the offer and noted they will circulate an updated draft before a scheduled possible vote the following morning.
