The Churchill County Library Board of Trustees opened its February meeting by welcoming Cecilia Blue, introduced by Wade Connor as a new deputy district attorney who will assist several local boards. The board then approved the meeting agenda and minutes and moved on to training and administrative business.
The director read an advocacy statement urging the library's role as a community hub that provides "free access to books, technology, and educational tools," and outlined trustees' responsibilities described in Module 2 of board training, including advocacy and financial oversight. "The Churchill County Library is a community center hub where people of all ages can meet, learn, and grow," the director said when introducing the statement.
A trustee asked the new deputy district attorney to check the Nevada Revised Statutes (NRS) on whether the board must review the library budget before it goes to county commissioners; Cecilia Blue said she would "look into that" and report back at the next meeting. The board also discussed drafting an interlibrary loan policy to formalize resource-sharing through the state library/co-op so the county library meets minimum standards.
In reports, the director described recent facility changes including a new teen alcove and an adult quiet seating area; she said a Feb. 20 budget hearing went well and county commissioners gave positive feedback on a request for a part-time circulation clerk, meeting-room renovation and a pavilion, with a final budget decision due in March. The director highlighted several upcoming programs, from a Super Smash Brothers tournament for ages 10'18 to author talks, a historic book-club grant worked on with the University of Nevada, Reno Extension, Read Across America school visits and a volunteer reception on March 12.
On formal actions, the board approved the agenda and the January 22 minutes earlier in the meeting. Later the board voted to approve the monthly budget report for January and the January library gift fund report; both motions were seconded and the chair declared the motions passed. The transcript records the motions and vocal "aye" votes but does not list a roll-call tally for each named member.
Trustees requested more clarity about board-made policies and whether the board has a complete list of policies governing trustees' duties. The director said she would assemble materials and work with legal counsel on any policy proposals, and she plans to present an interlibrary loan policy at a future meeting.
With no members of the public offering comments during the second public-comment period, the chair adjourned the meeting.
