Oscar Davis, who identified himself as the “beat 200 MPO,” described his work handling residential downtown areas, neighborhood complaints and long-term investigations, and said officers should be visible across the city so residents “feel safe and they need to approach us.”
Officer Dale Davis, who identified himself as the downtown business NPL with the Springfield Police Department, said his role focuses on long-term problem solving and building ties between businesses and police. “I think it helps people feel safer to come down here because it really is a safe place to be,” he said, adding that visibility and informal contact — meeting business owners, attending events and walking or biking downtown — help build trust.
Both officers described outreach and daily duties as a mix of community engagement and response work. Dale Davis said he does ‘‘a lot of return phone calls, emails, text messages,’’ conducts directed patrols of hot spots, and assists patrol officers with calls for service. Oscar Davis said routine follow-up with residents and attendance at neighborhood association meetings are central to addressing recurring issues.
The officers also discussed a frequent challenge: where enforcement ends and assistance begins. “It can be a challenge trying to find that line of what needs to be enforced and how to help people in their times of need,” Dale Davis said. Oscar Davis emphasized staffing and presence, saying, “4 eyes are better than 2,” and argued that when the community feels it can approach officers about anything, the department is succeeding.
Both encouraged community participation in policing through ride-alongs, cadet programs or by contacting local law enforcement with concerns. Dale Davis said he has served as the downtown business NPO for close to a year and previously worked beat 200 on and off; he said he was born and raised in Springfield.
The exchange focused on outreach and problem-solving rather than any formal policy vote or new program. Officers urged continued visible presence downtown and regular engagement with residents and businesses as next steps.
