The Sumner County Library Board on a special called meeting voted unanimously to ask Emily Higdon to develop a plan to open the Hendersonville Library for an additional eight hours on Fridays, with any enactment contingent on approval by the county budget committee and the county commission.
Board members said aldermen and the mayor have signaled support for the change and indicated the city could increase its annual donation to the library from $50,000 to $70,000 to help offset operating costs. One board member framed the county’s role in funding: "It's a decision that the county makes because we do the vast amount of funding ... We do 99% of the funding," (Speaker 3).
The Hendersonville director told the board she had added roughly $98,000 to the draft FY2026–27 budget since last year to reflect staffing changes, including one full‑time cataloging library clerk and an additional part‑time clerk. She estimated a new full‑time position would begin at about $33,000 a year; part‑time hours would be assembled from existing staff where possible. Board members asked for a firm staffing and cost plan before any change in hours is implemented.
Speaker 7 summarized the approved motion: "The motion is to ask Emily Higdon to develop a plan for Hendersonville to be open on Friday for an additional 8 hours and enact that plan pending approval of the budget committee from the county commission" (Speaker 7). The board confirmed a second and recorded a unanimous aye vote.
Members set a near‑term timeline for the plan: the library board meeting to review the plan is scheduled for March 4, and county budget hearings begin March 25. Board members said a likely start date for any new Friday hours would be in August or September, assuming the county commission approves the necessary funding during its budget process in June or July.
The board also discussed operational choices that could lower costs, including moving from the current catalog/software provider (TLC) to Atrium; members estimated a potential annual savings on the order of $20,000 but noted breaking an active contract could cost about $12,000 and that the existing contract term appears to run through roughly June 30. Staff and a cataloger reported strong support for Atrium’s cataloging features and highlighted potential countywide benefits from shared systems.
Next steps: Emily Higdon will prepare a staffing, logistics and cost plan for Hendersonville and submit it to the library board for review on March 4; if approved by the board, the plan will be forwarded to the county budget committee and ultimately the county commission for final funding decisions.
