FCPS committee outlines approach for revised special‑education policy and an anchor policy for related regulations

Frederick County Public Schools staff presented Policy 508 (special education) for information and discussion on Feb. 11, asking the committee for direction rather than action.

Staff said the policy was adopted in 2009 and last updated in 2020 and recommended keeping an anchor policy that states the board’s commitments — for example, child find, free appropriate public education (FAPE), inclusion and collaboration with families — while leaving technical operational detail to the special‑education handbook and associated regulations. Members suggested renaming the policy to emphasize 'students with disabilities' rather than relying on the label 'special education' and asked staff to include links or references to the special‑education handbook and related regulations so families can find procedural guidance.

Committee members also asked staff to consolidate and renumber related regulations beneath the anchor policy (staff proposed making 5.08 the anchor and renumbering April‑1966 content under 05/2008) so the public and families can find the regulatory material in one location. Staff said they will draft a new policy text and return in May with a written draft and a crosswalk showing where content will live in regulations and handbooks.

Members emphasized that the policy should clearly express the board’s commitments and point readers to resources such as the special‑education handbook for operational detail and for families seeking help navigating IEPs and services.
