Council defers $529,490 recreation carryover amid dispute over park naming and city–parish agreement

The Iberia Parish Council voted Feb. 25 to defer a $529,490 carryover in the recreation and playground fund after prolonged discussion about how funds were allocated and who has authority over naming at a city-owned building the parish maintains.

Councilmembers said more than half of the carryover appeared to fund improvements at "King Joe" park in a municipality that the parish maintains under a cooperative-endeavor agreement. Councilmember Brian Napier and others raised concerns that the city had recently named a gymnasium after James T.K. Alexander despite the parish paying for operations and maintenance.

Legal counsel told the council that the cooperative-endeavor agreement (40 years in place) covers taxing district participation and maintenance responsibilities but does not expressly govern naming rights. Counsel also noted the agreement includes a 30-day opt-out provision that historically had not been used.

Council directed finance and recreation staff to examine whether funds in the carryover are tied to specific projects or grant restrictions so unrelated projects are not delayed. After the discussion, the council moved to defer the item to the next meeting and the motion carried.

The deferral allows staff to report back with a project-level breakdown and any contractual or grant limitations before the council votes on allocations.
