Lincoln advances ordinance to allow indoor kennel uses in commercial and light-industrial zones

The City of Lincoln opened a public hearing on Feb. 24 and introduced by title an ordinance to amend the municipal code to allow canine and feline kennel uses in more zones. Staff said the change responds to demand for dog daycare, training and overnight boarding and would make indoor kenneling and training a by-right use in commercial and light-industrial zones.

Under the proposed text, indoor-only kenneling would be limited to 20 animals in commercial zones and 30 in light-industrial zones. Uses that include outdoor play areas would require a conditional-use permit to provide neighborhood protections, including hour restrictions and other conditions where properties abut residences.

Christine, a staff presenter, said the amendment is intended to make the code less restrictive where appropriate and to protect neighboring properties where outdoor facilities are proposed. Planning commissioners and staff examined similar codes in neighboring communities and suggested safeguards for hours and outdoor noise.

Council members expressed support for allowing local services that reduce the need to drive to Roseville or Rockland for pet care, and the council voted to open the public hearing and introduce the ordinance by title.
