Opponents argued the discount could prompt frequent appeals and be difficult for staff to administer; proponents said it is a modest reward for long service and would be used by employees and their families, likely generating ancillary revenue.
After discussion the council adopted an approach that limits eligibility to those meeting PERSI service retirement criteria (rule of 80/90 or age‑based PERSI retirement), and restricted the policy to qualified full‑time city employees. The city will coordinate with the golf board and human resources on implementation details. Councilmembers agreed the county may set a different standard; the city’s policy will apply to City of Rexburg retirees under the adopted definition.
