City to clear title on Highway 24 parcel after commissioners weigh options

The Goodland City Commission directed staff on March 18 to start title work to clear ownership questions on a Highway 24 parcel the city acquired by sheriff’s deed roughly 15 years ago.

Street superintendent Kent told the commission the lot — just over an acre on the south side of Highway 24 near Mossbarger Farms and Second Chance Ranch — was acquired following demolition of a motel and carries the cloud of a sheriff’s deed. Kent said three options exist to make the parcel marketable: pursue a quiet-title action (staff estimated roughly $4,500 and 60–90 days), rely on the 15-year presumption (which may still trigger title-company requirements), or locate and obtain a quitclaim from the previous owner.

Commissioners discussed trade-offs. Some said clearing title in advance would remove an obstacle for builders and lenders; others suggested the parcel could be held as an incentive for economic-development partners. Raul and Lisa Rodriguez were identified as parties interested in the lot. Commissioners asked staff to obtain title work and prepare a sales agreement so the lot is readily transferable if a buyer is confirmed.

Kent summarized the legal practicalities: "With the quiet title action, it will cost, you know, $4,500 to get done...you end up having to go through district court." Commissioners agreed the time and expense were warranted to keep the parcel marketable and to avoid losing potential buyers who require title insurance or financing.

Staff committed to proceed with title work and to report back with a drafted sales agreement and follow-up with prospective buyers.
